Amid GST row, Centre signals it will not borrow

As the Centre and non-BJP ruled states continue to face off over the mechanism to meet the compensation deficit under the Goods and Services Tax (GST) regime, the Union Finance Ministry is unlikely to cede to the states’ demand that the borrowing should be done by the Central government. In fact, government officials pointed out that states had parked about Rs 1.8 lakh crore in T-Bills, suggesting that they were not short of funds. “While it is true that states too are keeping the powder dry, just like the Centre, for the coming quarters, they cannot complain that they do not have money to spend,” said a government official who did not want to be named. The official said states have, on an average, borrowed about 2.75 per cent of their GSDP so far, against 3 per cent of their GSDP. States, however, said not all of them had huge funds invested in T-Bills. “There is also a variance in the expenditure needs of states. For some, the committed expenditure (salaries, pensions and interest payments) as a percentage of total expenditure is high. On top of this, their revenues have taken a bad hit,” said a state government official. In the case of Communist-ruled Kerala, for instance, the official said, committed expenditure was as high as 56.4 per cent. “ and the lockdown adversely impacted state revenues – with tourism, a significant contributor to state GDP, taking a big hit,” said the official.........Read more

The central government on Friday announced that the nationwide lockdown, which was to end on May 3, is being extended for two weeks, till May 17. This would take the total number of days of shutdown to 54. The third extension to the all-India lockdown, which has been in place since March 24, begins on May 4. Dengue virus infection may increase risk for developing leukemia

The researchers found that the risk for leukemia was increased for patients with dengue (adjusted hazard ratio, 2.03). In analyses stratified by follow-up period, there was a significant association seen for dengue virus infection and higher risk for leukemia only between three and six years after infection (adjusted hazard ratio, 3.22). No significant association was identified for dengue and risk for other cancers. "Although this study provides epidemiologic evidence for the association between dengue virus infection and leukemia, further epidemiologic and experimental studies are required to verify this association and to unravel the potential mechanisms of pathogenesis," the authors write. ........Read more

A day after Zakir Naik was quizzed for over 10 hours by police for his remarks against Malaysian Hindus, the Islamic preacher has been banned from giving public speeches anywhere in Malaysia. Malaysian police said this has been done in the interest of national security. In a massive blue-roofed test facility outside St Petersburg, grim-faced lab coat-wearing technicians swing open 20-foot tall metal doors. Thick white clouds spread out. The long, green silhouette of an 8x8 truck lumbers out, bellowing furiously, its headlights shining through the fog, four giant missile canisters stacked horizontally on the chassis like large logs of wood. This scene from the test facility of Russian missile maker Almaz-Antey's plant could be straight out of a Jurassic Park or Transformers movie franchise. The 8x8 Transporter Erector Launcher (TEL), which launches Russia's most controversial arms export in recent years-the System-400 (S-400) long-range air-defence missile-is being stress-tested in temperatures that are 50 and 70 degrees Celsius below zero. Last October, India signed a $5 billion (Rs 35,000 crore) deal with Russia to buy five systems of this missile that NATO calls the SA-21 'Growler'. The deal was concluded against strong objections from the US. Washington has objected to India buying the missile partly because it has applied sanctions on Russian arms firms, but it's mainly because of the formidable capabilities of the S-400 missile.
